RESIDENTS TO PARTICIPATE IN MAJOR REDEVELOPMENT SCHEME
An extensive consultation and resident involvement programme with residents of the Windmill Estate in Fulbourn, Cambridgeshire, is set to begin. It follows an ‘in principle’ decision by South Cambridgeshire District Council to consider a redevelopment scheme for the estate in partnership with Peterborough-based Nene Housing Society.
The preferred option is a scheme that will enable the provision of new homes for existing residents within the estate. This will also help meet the need for affordable housing in Fulbourn.
The council and Nene Housing have been consulting with residents since the summer of 2003 on options for improving the estate. The majority of the 164 properties are owned and managed by the council although a significant number (39) have been sold under the Right to Buy scheme.
While the properties are structurally sound they suffer many of the problems associated with older system-built housing. The flat roofs often leak, homes suffer from condensation and are difficult and expensive to heat, car parking is not always close to homes and the communal external space does not cater for the needs of today’s communities and is difficult to manage and maintain. Many residents are concerned about the quality of their physical environment, car parking areas, problems with crime, security and anti-social behaviour.
The council and Nene Housing will work alongside residents to design a scheme and a formal proposal. People will also be recruited to form a resident’s panel, which will be involved in selecting architects, designs and the production of final plans.
Adam Broadway, director of development at Nene Housing, said: “We are delighted that the redevelopment option has been approved. We believe that by continuing to work in partnership we can deliver a new scheme that addresses many of the existing residents concerns and the estate’s problems.
“Nene Housing and the council will continue to work alongside the residents to produce detailed plans for the estate to ensure that we develop a scheme that meets the needs of the community. We plan to work very closely with all residents in designing the new scheme, building on the strong community spirit that already exists.”
